Litherland Fire Brigade outside of Litherland House the Council Offices 1910
The man with the bowler hat is Council Surveyor, Arthur Carter. He died along with a workman while inspecting a sewer off Bridge Road in 1917. They were overcome with gas fumes and suffocated.
